I’ve decided to translate yet another one of Julia Caesar’s popular Sunday chronicles available in Swedish on the website Snaphanen. This one is named “Us and Them” and concerns a scandal of epic proportions, the Swedish governments “society coach” program. The plan was for the coaches to assist newly arrived immigrants with getting jobs and becoming integrated into society.
The coaches worked for private companies who, in turn, were hired by the state-run job agency but it turned out to be a billion-kronor fiasco with coaches being accused of fraud, bribery, threats, blackmail, people smuggling and recruiting to militant fighting groups such as the Islamic State.
The Local and the Daily Mail both published articles with the headline ”Swedish migrant aids were Isis recruiters” and they have chosen to translate the (pardon my french) bloody untranslateable Swedish word ”etableringslots” with terms such as ”immigrant resettlement assistants”, ”assimilation guides program”, ”immigrant assimilation guides”, ”migrant aides” but those translations didn’t really appeal to me so I’ve instead opted for a more modest term namely ”society coach.”
Without further ado, a guest column:
”Us” and “Them”
It was called ”the biggest change of integration policy in several decades” when it was launched after the 2010 election. The program of society coaches for newly arrived immigrants was going to be the bourgeois Alliance government’s flagship. It would “break the nursing mentality”, said one of the biggest knuckleheads in modern-day Swedish politics, former Minister of Migration Erik Ullenhag (FP)
As usual politicians made the mistake of assuming that immigrants by and large have the same norms and morals as ethnic Swedes. All humans are the same. “Us” and “Them” is strictly forbidden. What the government in reality did was unprecedented, signing an invitation to serious and organised criminals.
Enriched themselves with swanky cars and thick wads of cash
When Mikael Sjöberg, director-general of the Swedish Public Employment Service (AF), under panicked conditions stopped the program it was too late. The flagship had shipwrecked under conditions that will go down in history, sinking to the depths along with 3 billion taxpayer kronor. Millions upon millions have flooded uncontrollably, and criminal “entrepreneurs” have enriched themselves with swanky cars and thick wads of cash. The coach money has financed criminal activity; corruption, fraud, bribes, people smuggling, extortion, and the sale of registered address. Along with terrorist activity such as IS (the Islamic State).
Both government officials at AF and the customers have been subject to death threats from society coaches – threats that in many cases haven’t been reported to the police out of fear of reprisals, according to Fria Tider.
Forced taxpayers to finance terror
“The sickest thing in this context is that the politicians that forced Swedish taxpayers to finance Daesh’s (IS) and Hamas’s terror consider themselves to be superior to the taxpayers. They have questioned how humanitarian the taxpayers that they have forced to finance terror are.”
“They have accused the very same taxpayers of racism, sexism, and structural oppression. They have established plans of action and värdegrunder (value plans) to educate people whose money they have confiscated – and used to finance beheadings, rapes and crucifixions – to better people” writes the blogger Fnordspotting.
“You can take your crypto-totalitarian value plan documents, your Orwellian plans of actions, your Everton Window, your consensus culture, your appeals for open hearts, your holier than thou attitude and last but not least your infantile naivety and shove it up somewhere where the sun never shines. After you forced me to finance crucifixions of children you have also renounced all rights to preach morals to me.”
Each job has cost 2,5 million, on average
Every pointless job that the coaches organized have cost 2,5 million kronor, on average. The jobs are normally subsidized by taxpayers; entry-level jobs, stating jobs, wage subsidies and comfort employment (trygghetsanställning). The subsidized jobs cost taxpayers a hair-raising 20 billion kronor every year. In the past five years more than 73 billion taxpayer kronor have been handed out out to private companies. The government has classified the list of subsidised companies. Therefore nobody can control how the money has been used.
Swedish naivety in a nutshell
According to the Swedish National Council for Crime Prevention (Brå), which is submitting a report on fraud at the end of March, the subsidies are especially attractive for organized criminals.
”Lawmakers have good intentions with subsidies but didn’t consider that there aren’t only law-abiding companies who apply, but also wrongdoers who have companies that they use as criminal instruments” – says Johanna Skinnari, investigator at Brå.
“Didn’t consider it…” Swedish naivety in a nutshell – like talking about “individuals” when it is blatantly obvious that this sort of crime follows cultural patterns and is largely committed by immigrants.
19,8 million for a single job
Of the 6736 people who were enrolled in the reform last year only 5% had gotten a proper non-subsidised job three months later.
One coach company in Gävle managed to fix one job during a three year time period. For that they billed the government 19,8 million kronor. The company, Tolk & Lots Sverige AB in Växjö received 13,2 million kronor from AF; primarily to arrange jobs for newly arrived migrants. Result: one (1) job, revealed Expressen.
“Everyone demands a computer and asks what brand they get”
The company is owned and run by Matthias Saleh, 67, and local politician Sarchel Mohammed, 47, who sit in the City Council of Växjö for the Centre Party. The company flag flies outside of the office and on the parking lot three polished Volvo SUV – two XC60 and one XC90 – valued at 1,5 million kronor, gleam in the sun. All three are registered with Lots & Tolk AB.
The coach companies have attempted to lure newly arrived migrant customers with computers, Ipads and cell phones for millions of taxpayer kronor. Tolk & Lots have bought computers and Ipads for 1,6 million kronor to lend out to customers.
“Otherwise they go to our competitors,” claims Matthias Saleh. “They are aware of all the rules, and they want half the money we get from AF.”
”First and foremost they want us to help them get their relatives to Sweden, then they want housing, computers and cell phones or Ipads. Everyone wants computers; they even ask what brand they get. It has been so time-consuming that we haven’t had any time over to arrange any jobs.”
”Would have gotten a bigger profit without computer purchases”
Matthias Saleh and Sarchel Mohammed confess that despite their catastrophic failures at arranging jobs for immigrants they have been able to pocket millions. But they add:
”We would have gotten a bigger profit if we hadn’t been forced to buy all these computers.”
Mats Skogkär writes a furious editorial in Sydsvenskan.
”Welcome to Sweden, the banana monarchy. For the past 5 years over 73 billion kronor have been paid out in subsidies to private companies. The question of who got the money is secret. When you consider the striking examples of gross mismanagement with public funds that have been revealed throughout the day the only reasonable outcome is that citizens find out exactly how these billions have been used.”
“Via their unfathomable naivety or perhaps cynicism the floodgates have been wide-open for all kinds of charlatans. Responsible politicians have contributed to the distrust of all kinds of private entrepreneurship.”
67 people registered to the same apartment address
One of the income-generating tasks of coaches has been to flirt with customers at asylum homes and sell apartment addresses to immigrants who wish to get away from the asylum homes and get access to substantially larger grants in the form of “establishment compensation”.
In one case, which was brought to attention by the newspaper Norrköpings Tidningar back in December 2013, a coach had sold the same apartment address to 67 people. Another coach had designated a business premise as a registered address for 14 people.
Addresses where they didn’t live. Those who were registered on the fake addresses were immigrants that had just arrived from Syria, Afghanistan and Somalia.
Continued despite massive criticism and complaints
Expressens investigation shows that AF continued with the program despite 360 registered complaints and the suspension of coaches during 2013. The complaints became even louder during 2013 – a grand total of 432 errands were registered with the authorities. Even the National Audit Offices report during the summer of 2014 showed that the system of coaches was expensive and inefficient.
“From a labour market perspective the coach service probably doesn’t fulfil the goals and purposes that the service and the reform has” – writes the National Audit Office.
”Sweden transformed to a paradise for criminal entrepreneurs”
But despite the fact that AF was aware of the scandal they continued to dole out an additional 758 million kronor to the coach companies during 2014.
”Sweden has been transformed to a paradise for criminal entrepreneurs. More and more multi-tasking criminals have come to realize where the big bucks are – namely with AF, the Social Insurance Agency, and the Tax Agency.” writes Anna Dahlberg journalist for Expressen in an Editorial
The super-chilled director-general who got fired
The director-general for AF, responsible for the scandal at a local authority level until the end of august 2013 was Angeles Bermudez-Svankvist. She was recruited for the appointment as director-general mainly thanks to the previous leader of the Centre Party Maud Olofsson. Olofsson made it an election promise to get the Social-Democratic marked director-general for AF, Bo Bylund, fired. The enlistment of a ”politically unbound woman” such as his successor became a prestige question for the Alliance government, and Angeles Bermudez-Svankvist was handpicked for the job.
”She is super-chilled” – said Minister of Employment Sven Otto Littorin (m) about Angeles Bermudez-Svankvist. He would a couple of years later, in July 2010, hastily resign ”for private reasons”. On the 25th of August 2013 Angeles Bermudez-Svankvist was fired by Littorins successors, Hillevi Engström (m).
”Our overall assessment is that the situation is unsustainable” said Hillevi Engström.
Despite all the alarm clocks going off about serious problems millions continued flowing to the coach system under director-general Clas Olsson. But who has heard his or Angeles Bermudez-Svankvists name mentioned a single time in conjunction with the scandal?
They constitute the filling material of society
In tandem with the bourgeois Alliance governments multi-billion kronor project sinking under scandalous circumstances the bureaucratic mills work on different levels with different people. I want to take you home to 86-year old Karin in Stockholm and 82-year old Sven in Halmstad, two ethnic Swedes from the generation that built Sweden. Now they constitute the filling material of Swedish society. The people who are at the very bottom and anyone can trample on without anyone protesting. Can’t they just die soon so we get rid of the problem?
Karin’s need for a pen triggers bureaucratic chaos
From the billion kronor being pumped into the pockets of criminals thanks to the society coach system we venture over to Karin, 86. Two sides of reality yet interlinked like communicating vessels. A pen is a very small thing but it can shed light on a societies development and its culture.
Karin (pseudonym) lives in Södermalm, Stockholm. Due to the fact that she is disabled she is helped by the home services. Karin only has one stump left of the lead pencil that she tends to write with and needs to buy a new one. She can’t go to the store herself and needs the help of the home services to buy a pencil. But to get help from the home services in Stockholm’s city and other places in the country a decision is needed on a detailed level, carefully planned to the number of minutes. The planner has unfortunately missed out on squeezing in the purchase of a lead pencil in the schedule modules. Karin’s trivial need will put the home services bureaucracy on edge and trigger chaos.
Natural for her generation to be economical
Lead pencils are nowadays only sold in packs of four. Karin can afford that. But she only needs one pencil and for her generation it is natural to be economical. To buy a single pencil the home services need to go to a store that lies further away than the store that Karin, after an examination by the assistance officer, has been designated for her purchases once a week. It takes a longer period of time than the minutes that Karin’s purchases allow.
The care assistant brings up the pen question to a group leader at the home care unit. The group leader sends an e-mail to the district. At the district the e-mail is then distributed to the right administrator. The administrator in turn takes contact with Karin and then makes a decision. If Karin were granted 115 hours of home care per month, the decision regarding pen purchases would have to be approved by a senior manager. The decision is specified and is designated in the number of minutes according to the schedule module. Then the decision will be sent home to Karin and to the home care unit.
”All minutes must be regularly re-examined”
Annelie Carlsson, nursing assistant at Södermalms home care business in Stockholm, explains in Dagens Arena how it happens:
”At the home-care unit a new implementation plan must be written which in detail shows how you are going to implement the authorities changed decision. Karin signs the plan and then a copy is filed at the home care unit and reported electronically to the authority. Every approved minute is preceded by home visits, and every re-examination requires additional contact with the authority. All minutes must be regularly re-examined based on predetermined rules.”
The template grants her 30 minutes to buy a pencil
She takes the cell-phone and hurries home to Karin because the minutes it takes for her to get to Karin isn’t included in the decision. According to the routine she is supposed to log in via the GPS with a personal code at Karin’s place and register the code as “errand”. The template grants Annelie 30 minutes to go and buy a lead pencil. Then she is supposed to register with the GPS again and log out when the purchase is complete.
Annelie Carlsson writes:
”Every day the registration is controlled by the group leader against my schedule before they wirelessly proceeds to the government agency. At the agency the number of minutes are controlled against the decision and serves as a basis for invoicing by Karin and compensation to the home care unit.”
“We are all supposed to like the same things”
In the Södermalm, a district in Stockholm, there are hundreds of home care companies who e-mail the authorities several times a day regarding the allotment of minutes for their customers. How many minutes does that take?
”We all agree on the fact that we are different. And that we “like different” (Campaign started by the socialist newspaper Aftonbladet in 2010 when the Sweden Democrats entered parliament. It’s a popular platitude and catch phrase, especially in the left-wing community) spreads like a virus on social medias but it is precisely the opposite. Today the expectation is that we are all the same. Everything is simplified to the extent that it’s supposed to fit everyone – so that we are all supposed to like and approve of the same things. We all have templates for interior decoration, child rearing, grocery bags, CV’s and even for the welfare of the elderly and the diseased. There are templates for the time it takes to shower, go to the bathroom, eat breakfast or go for a walk. The immense bureaucracy that safeguards every nursing minute is an enormous waste of resources” writes Anneli Carlsson.
It all ends with her taking a pencil from her own home to Karin.
82-year old suffering from dementia denied daily shower
Whilst Karin is trying to get help purchasing a lead pencil in Stockholm, and computers, Ipads and cell-phones are being handed out to immigrants all over the country, an 82-year old man is struggling to shower on a daily basis in Halmstad. The man – let’s call him Sven – is suffering from dementia and is having trouble getting to the toilet in time. He wants to stay clean and applied for help at the municipal home care committee. Sven’s request was denied.
He appealed to a higher instance and was given the green light. The municipality of Halmstad is only obliged to give Sven a “reasonable standard of living” according to the Social Services Law. Unfortunately for him, the home care committee felt – brace yourself – that the judgment WAS ONLY FOUNDED ON SVEN’S WELL-BEING. So the committee appealed to a higher instance.
82-year old doesn’t have a right to well-being
The Administrative Court of Appeals decided that Sven must settle with showering three times a week. Four days a week he has to accept walking around smelling bad and feeling disgusting with the missed toilet visits stuck to his clothes. The only way that the courts judgement can be interpreted is that an 82-year old suffering from dementia doesn’t have a right to well being. He has to accept that a judicial body takes away the right to human dignity, which entails being clean and fresh. Sven doesn’t have the energy to appeal to the Supreme Court – which by the way would hardly grant his appeal a hearing. That being said it is custom within elderly care in Sweden to only allow showers once a week.
Quarter of a million pensioners living under the poverty line
Karin and Sven belong to the generation who with backbreaking work, great hardship, poverty and endurance built the Sweden we know today. The driving force amongst most elderly Swedes has been that through hard work and doing the right thing you will get better standard of living.
That generation is now being relegated to the poverty that they have dedicated their lives to leaving. There are thousands of examples of how poor elderly people are treated in todays Sweden. Almost a quarter of a million Swedish pensioners live under the EU poverty line, just under 11 000 kronor per month in disposable income ($1277/month at the time of writing). The number of elderly who are poor has almost doubled since 2006 and will continue to increase. Furthermore the Swedish Pensions Agency has estimated that approximately 33 000 pensioners live in absolute poverty, that is to say under the level considered to be an existential minimum.
It would cost approximately 4,5 billion kronor every year to lift all the pensioners above the poverty threshold. Less than 1/4th of the 20 billion that is being spent on job subsidies every year. The impact that would have on every pensioner is around 1 700 kronor every month ($200 at the time of writing).
The most important reason: mass immigration
There are several reasons for the growing number of poor pensioners. Among other things the so-called emergency break in the pension system has been used and thus pensions have been lowered three times since 2010. Furthermore the basic pension hasn’t risen as much as wages in the last few year and pensioners pay more tax than wage earners.
But the biggest cause isn’t mentioned in the media nor by the Swedish Pensions Agency: that the pensioners need for a tolerable standard of living is second to mass immigration. The money goes to groups who are considerably more interesting to spend taxpayer kronor on than pensioners. In todays Sweden, immigrants are ”us” whilst pensioners have been made to ”them”. The latter live on the crumbs that are left over.
Politicians have invited predators
To finance the biggest immigration to any EU-country the Swedish peoples tax money is being plundered without parallel in history. By keeping the floodgates wide open for mainly unidentified foreigners (9/10 asylum seekers have no ID, and according to the rules you don’t need one either) the politicians have invited predators to plunder the remains of Swedish welfare. The collapsed coach system is only the latest in what the government calls ”system-threatening crime”. See separate article.
”One group stands in particular gratitude to the Alliance government – criminals. During the past 5 bourgeois years the welfare system has been completely opened to fraud and crime” writes Anna Dahlberg in Expressen.
”The government was allowed to get away with whitewashing”
In a chronicle on realtid.se economist Tino Sanandaji writes:
”The unemployment rate of immigrants increased during the Alliance government whilst the employment rate simultaneously stagnated. This was however long taboo to point out and neither the opposition nor the media did so. The lack of critique allowed the government to get away with it via a range of empty phrases and whitewashing. That it took such a long time before the system was scrapped is due to the Alliance being allowed to spin away the fiasco with whitewashing.”
”The politicians have guaranteed the people’s home a premature death”
(Peoples home – A poetic name for the Swedish welfare state. It envisions that society ought to be like a small family, where everybody contributes. Strongly associated with the Social-Democrats.)
Edward May (Baron Bidissey) writes about Sweden on the blog Gates of Vienna in may 2013:
”Why is it so hard to understand that Somalis, Iraqis and Kosovo-Albanians aren’t at all like Swedes? How could anyone with an IQ above room temperature fail to predict that newcomers would absorb as much as they reasonably could from the Swedish welfare system, whilst they contributed as little as possible?”
”By inviting hundreds of thousands of non assimilable parasites from the third world the politicians have guaranteed the peoples home a premature death and avoided any possibility of a soft-landing for the Swedish welfare-state.”
”They come from predatory cultures”
Edward May wonders what is wrong with the politicians. How could they ever think that the idea would work?
”To invite the third world isn’t the same thing as importing Finns, or Norwegian, or even Danes. The ”new Swedes” come primarily from predatory cultures, unenlightened societies where everyone outside of the tribe, or the nearest clan, are objects to be exploited. From their perspective the Swedish welfare state is manna from heaven, a gift just waiting to be harvested and consumed by the family and clan. What prey! What abundance! Nobody in Puntland or Karbala or Pristina had ever experienced such an abundance of riches, that just lied there waiting to be picked.”
The only thing, which may come as a surprise, is the attitude of the politicians. Erik Ullenhag doesn’t feel any remorse. To feel remorse you need to have a conscience. Nobody can deny that the politicians’ diabolical plan to drive Sweden into the ground is well on its way to succeeding. Pensioners and honest taxpayers are forced to support serious immigrated criminals with billions of kronor. What does their plan look like when all those who lift up the welfare have died or emigrated and only criminal welfare-abusers are left?
This is how the taxpayers are robbed
The catastrophic failure of the society coach system is just the latest in a long list of cases where taxpayers are stripped to the bone to finance mass immigration. As if by chance pretty much every single case of serious fraud is unfolding in the city of Södertälje. All of the accused and sentenced are immigrants.
(Södertälje has a population of 83,600 and since the early 2000s, the city has taken in more Iraqi immigrants than the United States and Canada combined even though these countries have a combined population of 354 million. 48% of the population in Södertälje had foreign background as of 2013-12-31.)
The frauds amount to tens of millions of kronor and one of the more devious ways to hustle the Swedish taxpayers is by claiming that you are a personal assistant to people who pretend to be disabled. In June last year the Södertälje District Court sentenced 34 people in the so-called “assistance case” for aggravated accounting fraud, aggravated fraud, and aggravated benefits fraud against the Swedish Social Insurance Agency totalling 29 million kronor. The two primary criminals were sentenced to 6 and 4,9 years in jail.
Life imprisonment for three murders
In September last year the Court of Appeals sentenced 17 out of the 18 indicted individuals in the Syrian mafia organisation known as the “Södertälje Network” (Södertäljenätverket). Three murders, kidnapping, aggravated robbery, extortion, and illegal possessions of weapons are just a handful of the crimes they have been found guilty of. The main man, 33-year old Bernard Khouri, was sentenced to life imprisonment for, among other things, having order three murders. The 18-year old hitman who shot a 25-year old member of the criminal group known as X-team at Oasen in Ronna, Södertälje, the day before Christmas eve 2009, was sentenced to 12 years in jail. The remaining sentences varied between one and eight years.
Due to allegations of bias the trial had to be redone and took 72 days. The whole process has cost hundreds of millions of kronor – only the Palme trial has cost more in Sweden.
Completely healthy were ordered to act is if they were sick
On the 27th of March the next gigantic trial commences, no less than 32 people stand accused for million kronor fraud against Södertälje municipality and the Swedish Public Employment Service (AF). The case will cost the justice system up to a quarter of a billion kronor. It will be the longest and most expensive case that a Swedish district court has ever seen.
All the accused are immigrants who are connected to the home care company Jome in Södertälje. The main culprit, Silvia Gunduz, is the owner of the company. The business idea was to trick the government into thinking that completely healthy people were sick.
”Don’t let her move. Let her lie down and cover herself, and say that she can’t get up. In case they tell her: ”Get up and sit” she should respond: ”I can’t get up and sit”, I have a lot of pain”, and she should appear very tired, in the face, in appearance, in clothes”.
The preliminary investigation contains reconnaissance photos where several of the “sick individuals” are seen raking leaves on their own, driving cars, walking unaided, and going to the doctor.
Top church leader arrested
The next case is already under investigation. Seven people were recently arrested, all Syrians, for aggravated fraud totalling 8,5 million kronor. They were connected to the Syrian-Orthodox Church in Södertälje and Botkyrka. The main culprit is 65 year-old Halef Halef from Norsborg. He is the Chairman for one of the Syrian-Orthodox churches two dioceses in Sweden with 22 congregations. Even his 59-year old wife Kamilla Halef has been arrested and is suspected of aggravated fraud. Out of the 14 suspects there is not a single ethnic Swede.
”Nobody co-operates with the criminals”
Two years ago, on the 15th of April 2013, the main suspect in the church scandal, Halef Halef, said the following in the newspaper Länstidningen:
”The nationalist identity is something we Syrians are proud of. We would like to show other ethnic groups who come here what we Syrians have accomplished. In our home countries we were very pinched.”
”It is true that there are family ties between some criminals and the big families, but there are very many people in a family and trust me, nobody co-operates with the criminals! On the contrary, they have caused a lot of problems for us all.”
In the same article he took the time to tell a sob story regarding how almost the entire Halef family nearly become extinct during the 1915 genocide.
”If it wasn’t for the fact that his father was sent from the home city Midyat in south-eastern Turkey to the village Enhil as a seven-year old, he would also have been murdered and Halef Halef wouldn’t have gotten the chance to rebuild the church in a diaspora as he has now done” wrote Länstidningen
Nor would Halef Halef have gotten the chance to get his hands on 8,5 million taxpayer kronor.
Södertälje has become a mafia city
Thanks to immigration the old worker- and pretzel city Södertälje has been transformed to a city controlled by the mafia. Länstidningen writes:
“The church scandal has now been accompanied by the assistance scandal, the Jome case and the case of the home-care company Hemtjänst och Service AB. If we look at the polices theories regarding how the Södertälje Network is built up we are now on level two, the enablers, and even on the highest level, the empire builders, with the arrest of Halef Halef. We are dealing with a different type of crime than that which we saw during the extremely long and extended judicial process after the Oasen murders. The life-imprisoned Bernard Khouri and the others are regarded as street soldiers.”
